Plan de formation

The Skills Development Plan (formerly called the training plan) is a document that gathers all the training activities selected by the employer for their employees.

The law does not require employers to implement a skills development plan, but it is strongly encouraged.

The skills development plan presented by the employer distinguishes two types of training activities:

Mandatory training: in accordance with agreements or collective conventions

Other training activities, known as non-mandatory

The skills development plan may also include other activities:

Skills assessment (bilan de compétences)

Recognition of prior learning (Validation des Acquis de l’Expérience, VAE)

Literacy training

How does it work?

Most of these trainings can be financed by approved joint collecting bodies: OPCA. On April 1, 2019, eleven Skills Operators (OPCO), tasked with supporting professional training, were approved, replacing the former OPCA.

The missions of OPCO include:

Ensuring funding for apprenticeship and professionalization contracts, according to the funding levels set by professional sectors;

Providing technical support to professional sectors for:

Establishing strategic workforce and skills planning (GPEC)

Determining funding levels for apprenticeship and professionalization contracts

Assisting in certification missions (developing certification frameworks that precisely describe the skills, knowledge, and abilities required to obtain the targeted certification)

Facilitating employee professional transitions, notably through the implementation of the Personal Training Account (CPF) as part of career transition projects

Providing local support for very small, small, and medium-sized enterprises to:

Improve employee access to information and professional training opportunities

Assist these enterprises in analyzing and defining their professional training needs, especially in view of economic and technical changes in their sector

It is the responsibility of the company to submit a training funding request directly to the OPCO to which it belongs and to which the company pays its mandatory training contribution for its employees.
